An advertised rent is an asking price, not proof of what comparable tenants have paid. Start with completed contracts. Then add the deposit, rent in advance, stamp duty, utilities and any commission you explicitly agreed with your own agent.
Use completed rents, not a portal headline
For an HDB flat, use HDB’s market-rent checker or the official renting-out-of-flat dataset. The records identify the town, block, street, flat type and approved monthly rent. HDB says the amounts are declared by owners and are not independently verified, so they are evidence for a negotiation rather than a valuation.
| Town | 3-room flat | 4-room flat | 5-room flat |
|---|---|---|---|
| Woodlands | S$2,500 | S$3,100 | S$3,400 |
| Punggol | S$2,900 | S$3,250 | S$3,300 |
| Tampines | S$2,900 | S$3,500 | S$3,750 |
| Queenstown | S$3,000 | S$4,100 | S$4,550 |
These are medians calculated from approved whole-flat rents recorded for August 2026. The 3-/4-/5-room sample sizes were 17/51/43 in Woodlands, 18/48/51 in Punggol, 54/72/35 in Tampines and 85/32/12 in Queenstown. Data was accessed on 3 September 2026. These are not room rents and do not quote every flat in a town. The exact block, floor, age, condition, furnishing and walk to transport can all move the price.
For a condo or another private home, search URA’s private-residential rental contracts for the exact development and a similar floor area. The database uses contracts submitted to IRAS for stamp-duty assessment during the preceding 60 months and is updated monthly.
URA’s overall private-residential rental index rose 0.7% in Q2 2026. Non-landed rents rose 0.4% and landed rents 2.7%. That describes the market’s direction; recent contracts in the building remain the better negotiating reference for one unit.
HDB and private homes have different rental rules
| Issue | HDB flat or bedroom | Private residential property |
|---|---|---|
| Minimum rental period | Six months | Three consecutive months |
| Approval | The owner must obtain HDB approval and include authorised tenants | URA registration is not normally required, although the MCST may have a process |
| Occupancy | Limits depend on flat type and current HDB rules | Normally six unrelated people below 90 sqm; an eligible home of at least 90 sqm may register for the temporary cap of eight |
| Short stays | Tourists cannot rent HDB accommodation | Daily and weekly residential stays are not permitted |
For HDB accommodation, ask for proof of ownership, approval to rent out the flat or bedroom and confirmation that every occupant is recorded correctly. A qualifying immigration, work or student pass generally needs at least six months’ validity when the owner applies.
Private properties smaller than 90 sqm normally have a cap of six unrelated occupants. Until 31 December 2028, an eligible private home of at least 90 sqm may be registered for a temporary cap of eight. Check the current URA conditions rather than relying on the number of beds in a listing.
Calculate the cash required before moving in
A deposit and rent in advance are different. Advance rent pays for an identified rental period. A deposit is held against obligations in the agreement and is refundable only under that clause. Singapore does not impose a universal rule that the deposit must equal one or two months’ rent.
| Item | Illustrative assumption | Cash |
|---|---|---|
| First month’s rent in advance | S$3,600 | S$3,600 |
| Agreed security deposit | One month in this example | S$3,600 |
| Stamp duty | 0.4% × S$3,600 × 24 months, rounded down | S$345 |
| Agent commission | Tenant did not appoint an agent | S$0 |
| Total before other setup costs | S$7,545 |
Utilities deposits, internet installation, condominium move-in charges and insurance may sit outside that total. If you engage an agent, add the commission written in the estate agency agreement and any applicable GST. CEA does not set a standard commission rate.
How rental stamp duty works
A lease is assessed on contractual rent or market rent, whichever is higher. Where average annual rent exceeds S$1,000, the duty is 0.4% of total rent for a lease of four years or less. For a longer or indefinite lease, it is 0.4% of four times average annual rent. IRAS rounds down to the nearest dollar, subject to a S$1 minimum.
S$3,600 × 24 × 0.4% = S$345.60, rounded down to S$345.
Average annual rent can include furniture, fittings, maintenance and service charges, but excludes GST. The agreement should say who pays. If it is silent, IRAS lists the lessee or tenant as liable.
A document executed in Singapore should generally be stamped within 14 days. One executed overseas should generally be stamped within 30 days after it is received in Singapore. Electronic acceptances can also create a dutiable document. Keep the Stamp Certificate with the final agreement.
Settle the tenancy agreement before paying
CEA publishes separate templates for HDB and private homes. They are useful starting points, not compulsory terms. The completed agreement should remove ambiguity about the following:
| Clause | What it should say |
|---|---|
| Rent and deposit | Amounts, due dates, recipient, permitted deductions, evidence and return deadline |
| Occupants and term | Authorised people, start and end dates, renewal and notice |
| Utilities and charges | Who pays electricity, water, gas, internet, service and move-in fees |
| Repairs | Reporting route, response times, emergency contact and approval process |
| Minor-repair clause | Whether a cap applies per item or incident, and what is excluded |
| Air-conditioning | Servicing frequency, contractor requirements and breakdown responsibility |
| Access | When and how the landlord can inspect or show the home |
| Early exit | Break or diplomatic clause, qualifying event, notice and reimbursement |
| Move-out | Cleaning, reinstatement, inspection and final readings |
A commonly quoted minor-repair cap is not a government tariff. It is a negotiated allocation of responsibility. Distinguish routine work from structural defects, latent problems, fair wear and tear, appliance failure and damage caused by misuse.
Create an inventory that can prove something
Inspect in daylight if possible. The owner and tenant should endorse one condition report covering every room, existing defects, furniture, appliances, keys, access cards and meter readings. Add dated photographs and an agreed period for reporting defects missed during handover.
Record scratches, stains, chips, mould, damaged seals and faulty equipment before unpacking. Keep the original files and send the agreed record to the landlord or property manager. The aim is simply to prevent a later argument about whether damage was already there.
Verify the agent, owner and payment account
A business card, copied CEA number or photograph of a pass proves little. Search the advertised phone number in CEA’s Public Register, confirm that it belongs to a current registrant and contact the agency through a trusted source if anything differs.
- View the actual property with the verified agent.
- Match the owner’s legal name, proof of ownership, agreement and receiving account.
- Do not pay an agent, assistant or unexplained PayNow number for rent or deposit.
- Pay agent commission to the property agency, not personally to the salesperson.
- Do not pay simply to view a property; CEA agents cannot demand a viewing fee.
A genuine agent’s identity can still be impersonated. Use the phone number recorded by CEA, not the one copied into an advertisement.
A safer order of operations
- Compare several recent contracts for the town, block or development.
- Confirm that the property and proposed occupants satisfy HDB or URA rules.
- Verify the owner and any agent independently.
- View the home and test the main appliances.
- Negotiate the complete agreement, deposit and repair clauses.
- Attach and sign the inventory and condition report.
- Pay only the verified contractual recipients and keep receipts.
- Stamp the agreement and keep the Stamp Certificate.
- Confirm HDB authorisation or any MCST process before moving in.
If a dispute arises, report it in writing and preserve invoices, messages and photographs. CEA regulates agencies and agents, but does not decide an ordinary landlord–tenant dispute. Depending on the case, mediation, the Small Claims Tribunals or independent legal advice may be relevant.
