A Build-To-Order flat is a new subsidised home bought directly from HDB. The trade-off is simple: the price can be attractive, but the household must qualify, win a ballot, fund staged payments and wait for construction.

Get an HDB Flat Eligibility letter before comparing projects seriously. The HFE result — not an “up to” grant headline or another buyer’s experience — tells the household which flats, grants and HDB loan amount actually apply.

Who can apply for a BTO flat?

  • Citizenship and household: at least one applicant must be a Singapore Citizen. A family applies under an eligible scheme such as spouse, fiancé–fiancée or parent–child. Non-citizen spouses have separate conditions.
  • Age: family applicants are generally at least 21. An unmarried citizen buying under a singles scheme is generally at least 35.
  • Income: for HFE applications made on or after 24 August 2026, the headline ceiling is S$16,000 a month for families and S$8,000 for singles. Some flats and arrangements use different ceilings.
  • Property ownership: subsidised-housing applicants generally must not own private residential property in Singapore or overseas, or have disposed of it within the applicable 30-month period.

Singles can apply for a 2-room Flexi BTO flat in Standard, Plus or Prime locations, subject to the project’s conditions. Existing HDB owners may apply as second-timers but should check quotas, disposal rules and any resale levy.

The flat ceiling and grant ceiling are not the same

The S$16,000 family and S$8,000 single ceilings govern access to relevant subsidised housing. They do not make everyone below those figures eligible for the Enhanced CPF Housing Grant.

EHG declines as assessed income rises and has employment, household and lease conditions. Use the amount shown in the HFE letter, not the maximum in the table.

Step 1: obtain HFE; step 2: apply during the launch

The HFE process begins with a preliminary eligibility check. The full application must be submitted within 30 calendar days of starting that check. HDB generally processes a complete application in about a month, although launches can create delays. The letter is valid for nine months.

It records whether the household may buy a new or resale flat, eligible CPF housing grants, the available HDB loan and the applicants and conditions attached.

A BTO application window normally stays open for about one week and is not first-come, first-served. Choose one town or estate and flat type, then pay the non-refundable S$10 application fee. A household submits only one application in the exercise.

Choose more than a ballot rate

  • Estimated completion and Delivery Possession Date.
  • Standard, Plus or Prime classification and future resale rules.
  • Transport, work, schools and caregiving routes.
  • Flat layout, renovation need and household changes before completion.
  • Whether HFE and other eligibility can be maintained.

The ballot and booking appointment

HDB generally releases ballot results within two months after applications close. Booking may begin roughly four weeks later, although the whole selection exercise can run for months. A favourable queue number does not reserve a particular stack, so prepare several acceptable units.

The cash option fee paid at booking forms part of the purchase price:

3-roomS$1,000
4-room or largerS$2,000

Before booking, read the project’s exact MOP, whole-flat-rental restriction, resale buyer conditions and subsidy recovery. The classification name alone does not state the project’s subsidy recovery percentage.

Agreement for Lease and downpayment

The Agreement for Lease is generally signed within nine months after booking. Under common maximum-LTV arrangements, the staged schedule is:

Financing routeAt Agreement for LeaseAt key collection
HDB loan, up to 75% LTV10%15%
Bank loan, 75% LTV20%, including at least 5% cash5%
Bank loan, 55% LTV20%, including at least 10% cash25%

These percentages are not a loan promise. Age, tenure, income, debts and underwriting can reduce the loan. Some buyers may qualify for the Staggered Downpayment Scheme or deferred income assessment.

Stamp duty, conveyancing, registration, survey, insurance, renovation and a post-completion reserve sit outside the simple price split. Follow the final HDB financial plan for the actual flat.

BTO waiting time varies by project

More than 4,000 of the 19,600 BTO flats planned for 2026 were expected to be Shorter Waiting Time flats with waits below three years. February examples included one year and 11 months at Tampines Bliss and two years and eight months at Tampines Nova. They are examples, not a promise for another project.

The ballot, booking and renovation periods also delay the move. Use the project’s completion and Delivery Possession Date, then leave a buffer.

At key collection, settle the remaining price and outstanding stamp, legal, survey or registration charges. Buy HDB Fire Insurance if an HDB loan will remain outstanding. If CPF will service a housing loan on the HDB flat, arrange HPS unless exempt. Budget the first service and conservancy charge. A fiancé–fiancée household that has not married generally needs to solemnise within three months after collecting keys.

How CPF housing grants affect funding and resale

A CPF housing grant is credited to CPF and used toward the purchase. When the flat is sold, CPF principal used — including grants — and accrued interest generally return to the owners’ CPF accounts from sale proceeds.

That CPF refund is separate from subsidy recovery on Plus and Prime flats. Ask two questions: how much the HFE-confirmed grant reduces today’s funding, and what CPF refund may arise on a future sale.

Standard, Plus and Prime change the long-term decision

The framework applies to projects launched from October 2024.

ClassificationMOPWhole-flat rentalSubsidy recovery on first resale
Standard5 yearsPossible after MOP, subject to HDB approvalNo
Plus10 yearsNot allowed, including after MOPYes
Prime10 yearsNot allowed, including after MOPYes

Plus and Prime also impose tighter conditions on future resale buyers, potentially reducing the buyer pool. MOP begins when owners take possession and occupy the flat — not at application, ballot or booking. During MOP, they generally cannot sell, rent the whole flat or acquire another residential property.

Before paying even the S$10 application fee

  • The HFE letter will remain valid for the launch.
  • Every household member and intended occupier is recorded correctly.
  • The option fee and staged downpayment are available in the right mix of cash and CPF.
  • The household can tolerate the project’s actual wait.
  • MOP, whole-flat-rental and future resale conditions fit the plan.
  • Expected marriage, job or status changes do not undermine eligibility.
  • A second-timer has checked the resale levy.
  • Renovation and an emergency reserve remain affordable after key collection.
Affordable is not the same as comfortable

The safe flat is not the largest loan available. It is the payment a household can still manage after income disruption or higher family costs.
