A foreigner can generally buy a private condominium unit without Singapore Land Authority approval. That is only the legal-property test. A separate 60% ABSD can exceed the expected downpayment and materially change affordability.
The quick answer
| Buyer | Private condo without SLA approval? | Landed home without SLA approval? | ABSD on first home |
|---|---|---|---|
| Singapore Citizen | Yes | Generally yes | 0% |
| Singapore PR | Yes | No — normally needs approval | 5% |
| Foreigner | Yes | No — normally needs approval | 60% |
| Qualifying FTA buyer | Yes | No — landed rules still apply | Citizen-equivalent treatment after remission, subject to conditions |
A work pass, long-term pass or Singapore tax residence does not make the buyer a PR. Until citizenship or PR is legally granted, the ordinary classification remains foreign.
A PR is a separate category for ABSD but remains a “foreign person” under the Residential Property Act. That is why a PR can generally buy a condo yet normally needs approval for landed property.
What a foreign person can generally buy without approval
- A condominium unit.
- A private flat or apartment unit.
- A strata landed house within an approved condominium development.
- A leasehold interest in landed residential property for no more than seven years, including renewal options.
- Commercial or industrial property.
- A hotel registered under the Hotels Act.
SLA’s statutory list also references EC units and HDB property in the context of Residential Property Act approval. That does not make an ordinary foreign buyer eligible. HDB and EC purchases have separate citizenship, household and resale rules.
Restricted property normally needs SLA approval
A foreign person normally needs approval to acquire vacant residential land, terrace, semi-detached or detached houses, landed homes at Sentosa Cove, a strata landed house outside an approved condominium development, and certain shophouse or mixed-use residential interests.
Sentosa Cove is not an automatic exception. A foreign buyer still applies, although a different assessment framework can apply.
Can a PR buy a landed house?
A PR may apply, but approval is case by case. SLA lists factors including whether the applicant has been a PR for at least five years and whether the applicant has made an exceptional economic contribution to Singapore, assessed through matters such as taxable employment income. They are assessment factors, not an entitlement.
SLA indicates about 30 working days after all required information is submitted. In-principle approval can be sought before a particular home is chosen. Resolve approval before becoming unconditionally bound; a refusal can otherwise expose an option or deposit.
HDB and EC use separate eligibility systems
A foreigner is not ordinarily eligible to buy an HDB flat independently. An all-PR family nucleus can potentially buy an HDB resale flat when every required member has held PR status for at least three years and the other HDB conditions are met. A PR cannot make a standalone all-PR application for a new BTO flat, although a PR can be part of a qualifying citizen-led household.
New and early-stage EC purchases also use HDB citizenship, family, income, property and occupation conditions. After the applicable regulated periods, an EC’s buyer pool changes. Check the exact project’s status instead of treating every EC listing as an ordinary condo.
ABSD can be larger than the downpayment
| Individual profile | First Singapore home | Second | Third or later |
|---|---|---|---|
| Citizen | 0% | 20% | 30% |
| PR | 5% | 30% | 35% |
| Foreigner | 60% | 60% | 60% |
ABSD uses the higher of price and market value and is additional to BSD. The property count concerns Singapore residential interests; overseas homes do not enter that count.
Nationals and permanent residents of Iceland, Liechtenstein, Norway and Switzerland, and nationals of the United States, may apply for citizen-equivalent treatment under free-trade agreements. It is a remission procedure. A qualifying buyer’s second Singapore home follows the citizen second-property rate rather than receiving a permanent zero rate.
FTA treatment changes ABSD, not Residential Property Act restrictions. A qualifying US national may receive citizen-equivalent tax treatment for a condo and still need SLA approval for a landed home.
A S$1.5 million foreign-buyer example
Assume a non-FTA foreigner buys a condo for S$1.5 million and market value is also S$1.5 million.
| Item | Calculation | Amount |
|---|---|---|
| BSD | Progressive residential bands | S$44,600 |
| ABSD | S$1.5m × 60% | S$900,000 |
| Buyer duties | S$944,600 | |
| Purchase equity at 75% LTV | S$1.5m − S$1.125m | S$375,000 |
| Equity plus duties | Before legal, valuation and setup | S$1,319,600 |
The 75% loan is a regulatory maximum for an ordinary first outstanding housing loan, not a bank promise. Overseas or foreign-currency income can lead to a lower assessment.
Loan approval and CPF are separate again
Individual bank LTV ceilings generally start at 75% with no outstanding housing loan, 45% with one and 35% with two or more. Lower limits can apply for long tenures or loans running beyond the relevant age threshold. TDSR generally caps assessed total debt at 55% of gross income.
The ABSD property count and the LTV loan count are not interchangeable. Someone with one fully paid condo can be a second-property buyer for ABSD but have no outstanding housing loan for the initial LTV row.
Eligible CPF OA savings can fund permitted parts of a private-home purchase, but work-pass holders should not assume CPF is available. A standard 75% bank-financed purchase normally requires at least 5% cash even when CPF is usable. CPF principal and accrued interest generally return to the member’s account when the property is sold.
A sensible sequence before paying an option
- Record the legal status and existing Singapore residential interests of every buyer.
- Confirm whether the property is an ordinary condo, EC, approved strata landed unit or restricted landed property.
- Calculate BSD and ABSD using the higher of price and market value.
- Resolve SLA approval or obtain in-principle approval where required.
- Obtain current bank in-principle approval and model a lower valuation.
- Separate cash, eligible CPF, stamp duties and post-completion reserves.
- Appoint a conveyancing lawyer and complete title and physical due diligence.
- Sign only after the conditions, deadlines and funding are understood.
The fact that a foreign buyer can purchase a condo without SLA approval says nothing about ABSD, financing or whether the purchase is sensible.
