Electricity, water and piped town gas can appear on one consolidated SP Services bill, but they are not all priced by one organisation. Households can buy electricity from SP Group at the regulated tariff overseen by EMA, or from a licensed electricity retailer; PUB sets water prices, and City Energy supplies piped town gas.

Tariffs have dates.

Electricity and town-gas rates below apply from 1 July to 30 September 2026. Always compare them with the billing period printed on the bill.

One cubic metre is 1,000 litres. GST-inclusive values are rounded; use the actual invoice for payment.

How the electricity charge works

A 1,000-watt appliance running for one hour uses one kilowatt-hour. The Q3 2026 regulated tariff before GST comprises 25.50¢ energy cost, 6.10¢ network cost, 0.23¢ Market Support Services fee and 0.08¢ market-administration and system-operation fee, totalling 31.91¢/kWh.

A home using 325kWh at the GST-inclusive regulated rate pays approximately 325 × S$0.3478 = S$113.04 for electricity. Air-conditioning hours, working from home and water-heating method can move this quickly.

SP regulated tariff versus a retailer

  • Regulated tariff: reviewed quarterly, without a retail-plan lock-in.
  • Fixed price: protects the contract rate but can sit above or below future tariffs.
  • Discount off tariff: follows the regulated rate with a stated discount.
  • Time of use: depends on when the household actually consumes power.
  • Wholesale price: exposes the household more directly to market volatility.

Check whether GST is included, contract duration, deposit, recurring add-ons, auto-renewal and early-termination liability. Compare the full contract through EMA’s official service, not a promotional rate alone.

Why water has three components

PUB’s total domestic price combines the Water Tariff, Water Conservation Tax and Waterborne Tax. For the first 40m³ these are S$1.43, S$0.72 and S$1.09 per m³ before GST, totalling S$3.24. Above 40m³ the components total S$4.39. The higher rate applies only to volume above the threshold.

At 15m³, the estimate is 15 × S$3.24 × 1.09 = S$52.97. At 45m³, it is [(40 × S$3.24) + (5 × S$4.39)] × 1.09 = S$165.19.

How piped town gas is charged

Town gas is measured in kWh. At the Q3 2026 GST-inclusive rate, 80kWh costs about 80 × S$0.2559 = S$20.47. Not every property uses gas; induction cooking and electric water heating move that energy use to the electricity line instead.

Deposits, readings and moving costs

SP Services may require a refundable security deposit when a residential account opens; amount depends on property and account-holder category. The deposit is normally applied against final charges when the account closes, with remaining credit refunded.

Estimated readings can later correct upward or downward. Submit readings where appropriate and photograph meters on move-in and move-out dates, especially in a rented home. When a bill rises unexpectedly, check billing days, actual versus estimated readings, tariff period, retailer promotion expiry and correction of a prior estimate.
