When an original ten-year COE is nearing expiry, the owner can renew without entering a new bidding exercise. The amount payable is the relevant category’s Prevailing Quota Premium, or PQP.

What the PQP means

PQP is the moving average of Quota Premiums in the previous three months in which bidding was conducted. With two exercises in a normal month, it generally reflects six results. It is calculated separately by category and changes monthly.

  • Ten-year renewal: 100% of the applicable PQP.
  • Five-year renewal: 50% of PQP, rounded up to the nearest dollar.

If the vehicle originally used a Category E COE, renewal uses its corresponding Category A to D.

Example

At a PQP of S$105,001, a five-year renewal is S$52,501 after rounding; a ten-year renewal is S$105,001. The simple cost per year is similar only if the vehicle remains in use for the whole selected term.

Main trade-offVehicle must be deregistered at the fixed endpointMore capital is committed upfront

For cars and motorcycles in Categories A, B and D, a five-year renewal can be used only once. At its end, the vehicle must be deregistered. Category C vehicles can receive later five-year renewals only within their statutory lifespan. Vehicles in A, B and D without a statutory lifespan may receive repeated ten-year renewals.

Renewal timing can change the effective cost

If renewal happens before the expiry month, the new COE starts on the first day of the month after renewal and the remaining old-COE days after that date are forfeited. If renewal happens during the expiry month, the new term starts the day after the old one ends.

For a COE expiring on 17 November, an early renewal completed in October would start on 1 November and forfeit 17 days. A November renewal would start on 18 November. Compare any PQP difference with the value of days surrendered.

After expiry, the vehicle is automatically deregistered and cannot be driven. LTA permits renewal within one month, using the PQP from the expiry month, but a late fee applies and the vehicle remains unusable until the process is complete.

The payment is not the whole decision

Mechanical condition

A workshop inspection should identify likely major work in the engine, transmission, battery, cooling system, suspension and electronics. Paying for ten years does not make an ageing vehicle capable of ten more years.

Cash and financing

The five-year option halves the immediate PQP. If renewal is financed, compare interest and fees rather than only the instalment.

Early exit

An unused portion of a ten-year renewed COE may produce a pro-rated rebate on early deregistration. Check the vehicle-specific amount before assuming it in a resale calculation.

PARF and road tax

A car older than ten years no longer receives PARF. It also attracts an age-related road-tax surcharge, starting at 10% and rising annually to a maximum of 50% when more than fourteen years old.

A practical decision checklist

  1. Record the exact expiry date and renewal category.
  2. Compare the current and next published PQP where timing allows.
  3. Calculate the five- and ten-year payments and any days forfeited.
  4. Estimate repairs, maintenance, insurance and age-related road tax.
  5. Check statutory lifespan and the fixed endpoint of a five-year renewal.
  6. Estimate value and any COE rebate under an early-exit scenario.

The correct choice depends on expected ownership, condition, available cash and the value of flexibility — not PQP alone.
